Whilst I believe Windows 8/8.1 users should upgrade to Windows 10, the decision for Windows 7 users should still be in their hands. Windows 7 will be fully supported by Microsoft until 2020 and users may prefer to run out their current Windows 7 desktops and laptops on that Operating System. To avoid getting Windows 10 downloaded, it will be necessary to untick the box labelled "Give me recommended updates the same way I receive important updates" in Windows Update "Change Settings".Microsoft starts recommended update roll-out for Windows 10 - Computerworld:
